CESC entered into Hydro power business with signing of Memorandum of Agreement (MoA) with Government of Arunachal Pradesh in November 2008 for development and implementation of JARONG HEP (90MW) on BOOT basis. Subsequently two more projects namely Papu HEP (90MW) and Phanchung HEP (45MW) located in the East Kameng district of Arunachal Pradesh were acquired in May 2012. At present the above 3 projects of 225 MW capacity are under development as a part of pre- construction activities. The brief status of the projects are as under:

1.      PAPU HEP (90MW) :

The Pre-Feasibility Report (PFR) of the project has been completed and environmental studies are in progress. Various clearances required for survey and Investigations are in progress.

2.      PHANCHUNG HEP (45MW) :

Detailed survey, investigations and preparation of Detailed Feasibility Report (DPR) has been completed and report submitted to the State Government for Techno economic clearance. Environmental studies are in progress. Land acquisition and other pre- construction activities are also in progress. Construction activities are scheduled to commence by September 2015 and commissioning of project by end of 2019.

3.      JARONG HEP (90MW) :

Survey, investigation and preparation of Detailed Feasibility Report (DPR) was completed in December 2012 and DPR was submitted to State Government. As per DPR, it was found that the project is commercially unviable due to high capital cost & high tariff. Subsequently to this, the company has written to the State Government for refund of premium or alternate project in lieu thereof.


The company, with a view to enhance hydro power portfolio, is looking for acquisition of generation/ under construction/ under development hydro power projects in the different parts of India and abroad.
